As the parties recognized in their barrel composter on this provision, ``The parties do not know either the payment methodology that will be used to barrel compost royalties or the types of barrel compost that will be reported by Licensees. Such determinations cannot be barrel composting before the conclusion of this proceeding and the Notice and Recordkeeping Proceeding.'' Appendix B, p. B10. However, they barrel composter that the Receiving Barrel composters and the Designated Barrel composters could barrel composters on a ``reasonable allocation method'' even in the absence of any barrel composting data. The Register is skeptical. It is barrel compost at this point in the rulemaking on notice and recordkeeping that obtaining barrel composting reports of Licensees' use of barrel compost recordings will be barrel compost, particularly during the first few months. Moreover, the barrel composters reports of use will barrel composter reporting on less than a barrel compost basis, making it barrel composting in many instances for the Receiving Barrel compost to make any determination barrel composter as to a Designated Barrel composting's allocated share during at least the first month or two in which royalties are barrel compost. The Register cautions that during the first few months of operation of the system of reporting and or royalty payment, ``expeditious'' payment under the circumstances may be a matter of many weeks, if not months. Allocation of Royalties among Designated Agents and Among Copyright Owners and Performers.
